This can result in having done a good job but not achieving incentive because others did an outstanding job - and evaluation of "good" vs "great" is subjective based on visibility to those on the evaluating committee

While there was significant vacation time, it was expected to use that when you weren't billable - even though when you weren't billable you were supposed to spend your time networking and researching opportunities to become billable.
