The upper management makes some attempt to have a good cultural environment however that value is not enforced to the Managers and Directors beneath the senior management. Each department runs as the department Director/Manager wishes and upper management does very little to review or ensure that their cultural directives/initiatives are carried out with the departmental staffs.

The tools provided by the company to allow employees to perform their responsibilities efficiently and effectively are extremely outdated and very manual. Many tools are decades behind other companies. This requires employees to attempt to reach high degrees of efficiency and effectiveness using outdated tools requiring extreme and unnecessary amounts of time and energy to meet departmental requirements. The company consistently disciplines staff who make errors while it was many times the tools, not the employee which were the base cause of the error.
