The whole review system, which I understand has been changed, was a giant exercise in game theory with no statistically significant outcomes. Just scrap it. Create metrics for ethical behavior and promoting team success as well as revenue and profitability targets-- GS pays lip service to it, but the leadership don't walk the talk.

They get the big business decisions mostly right, but the details are chaos. Also, the technology organization is extremely dysfunctional and generally unresponsive to actual business. The top engineering talent all want to be desk strats, and everyone else is second-best.

Recent Senior management change in the Tech division. They now focus on only in house software and languages which makes it hard to retain employees since many new analysts would prefer to work with known languages like pyhthon, informatica, Business objects etc
