NIH has good benefits and ok salary but there is zero advancement opportunity especially for foreigners (Asian). There is culture of favoritism and advancement is not based on merit. There are managers who don't even show up to work. There is wide spread abuse of telework program from managers down to workers who treat telework day as federal holiday. With this and problem with old school managers things move very slowly.
