The USA operations are more like satellite office and thus the decisions are made in UK, which in turn doesn't give any culture boost to local operations. Current culture lacks direction, vision and buy in from majority of people up to middle management

Except for the old Lehman people. Barclays is absurdly stuffy and totally controlled by London. Credit decisions were. Torturously SLOW.
