Very often expertise and experiences of well trained IT Consultants are nullified and compared against cheap laborer with H1B visas and the only comparison factor is the rate per hour. They very often ask for rate before allowing the consultant to see the full job description. There is so much waste of time and resources along the way. That's why ECM projects are made to be complicated even where they are not supposed to be as such. That is all due to inexperience of cheap laborers which very often start the project (because they were cheaper - asked less per hour) and make it unnecessary complicated. At the end of line, some of more experienced IT Consultants were brought up to fix the mess after these inexperienced did it. This became a bad trend. I also notice that already signed experienced IT Consultants were taken in just to pick their ideas for short time and after their ideas are captured they are told not to work any more till further notice or are held back with limited number of hours till a new cheaper laborer are brought at their place.
